Germany introduces Verbot for hacking tools

It seems that Germany has introduced a law that will make it illegal to use or distribute certain tools to bypass security measures. That’s quite a feat; there is a rather thin line between a hacking tool, a forensics tool and an ordinary sysadm tool. What to do with dd(1) for instance. Combined with strings(1) it will make it possible to bypass certain access restrictions.

I’m very interested how the German legislature is going to prosecute this.
